Ok so I've been working this up for a while now, and I think that this is pretty much it.
As with any song with fingerpicking, there are some pretty obvious variations
in the song that are easy to hear, but I don't think it's worth the effort to
try to write them all down. So, listening to the song is going to obviously
help a lot.
So, first off, the tuning is weird.
From low to high it's D G D G A# d
He has two picking patterns that he uses:
(t-thumb, p-pointer, m-middle, r-ring)
Pattern 1: d |----------------| A#|--m--m--m--m----| G |--p--p--p--p-p--| D |--t---t---t---t-| G |t---t---t---t---| D |----------------|
1e+a2e+a3e+a4e+a
He uses this pattern for the intro and varies it a little bit for different
parts (i.e. the last measure for each part of the intro)
Pattern 2:
d |--------r-------| A#|-----m-----m----| G |--p----------p--| D |--t---t---t---t-| G |t---t---t---t---| D |----------------|
1e+a2e+a3e+a4e+a
He uses this pattern for everything else and it also varies (hammer-ons).
The intro chord progression goes like this (I'm doing one chord per measure):
d |---------|
A#|-0-0-0-2-|
G |-3-2-0-5-|
D |-5-4-1-4-|
G |-0-0-----|
D |-----1-0-| x2
The chord progression for the verses goes like this:
d |-0-1-3-0-|
A#|-2-2-0-0-|
G |-0-3-0-2-|
D |-0-0-0-3-|
G |-0-0-----|
D |-----1-3-|
And for the chorus it goes like this:
(now it's a little weird because it's 7 measures not 8, and the 7th measure
has a second chord that it switches to halfway through)
d |-0-0-0-0-|-0-0-00-|
A#|-0-0-0-0-|-0-0-00-|
G |-0-2-3-0-|-0-2-20-|
D |-1-3-3-1-|-1-3-30-|
G |-----3---|--------|
D |-1-3---1-|-1-3-32-|
^|
So this chord is played on the 3rd beat of that measure.
Sorry if that's confusing. Look at the written out tab
for a clearer picture of what's going on.
So, all of that written out:

And here are the lyrics, specifying the different parts to play:
[Intro]
(Parts 1 & 2)
[Verse] x2
[Verse]
Oh, well I know you stroke the set-up baby,
of all the leaves up in the ground
[Verse]
And I know our song is old but heavy
as I see dry leaves fallin' down, oh
[Chorus]
(Part 1)
With all this fever in my mind,
I could drown in your kerosene eyes
[Chorus]
(Part 2)
Oh, you're just a riddle in the sky
Oh, where do my bluebirds fly?
[Verse]
[Verse]
And as the early sigh of dawn will thunder
I see you stir the fog around
[Verse]
And when you find the voice and gears of sunset
we'll hear that high and lonesome sound, oh
[Chorus]
(Part 1)
And I will question every wind
if they gone through the glow of your eyes
[Chorus]
(Part 2)
Oh, you're just a riddle in the sky
Oh, where do my bluebirds fly?
[Verse]
I say where do my bluebirds fly?
[Verse]
[Intro]
(Parts 1 & 2)
[Verse]
Oh, well I know you stroke your feathers baby
upon the ghosts along my trail
[Verse]
And I know well I was sold and buried
before I knew it was for sale, oh
[Chorus]
(Part 1)
With all this fever in my mind
I should aim for your kerosene eyes
[Chorus]
(Part 2)
Oh, you're just a target in the sky
I say where do my bluebirds fly?
[Verse]
I say where do my bluebirds fly?
[Verse]
[Intro]
(Parts 1 & 2)
