The tab does give you timing. Each - is a 16th note (excluding the first - of the bar.) Because some notes are two numbers like "12" they take up two spaces, so to show it as an 8th note, a single - will follow them. A quarter will have two - following them. It's a bit confusing but I hope that will help you understand. A chord like this followed by three - is a quarter note.
