Tune down a half step to match the recording. This is how I play the main motif:
    E Dsus2 C#m C
    1 e + a 2 e + a 3 e + a 4 e + a

    D D U D U D U U D U
eb|-----0-0-----0-0-----0-0---0-0-0-|
Bb|-----0-3-----3-2-----2-1---1-1-1-|
Gb|-----1-------2-1-----1-0---0-0-0-|
Db|-----2---------------------------|
Ab|---------------------------------|
Eb|-0-------------------------------|
It's a bit tricky at first. For the fingering, I start with an E chord and use the pinky for the third fret on the B string. Then switch the index finger to the second fret on the G string while holding the pinky for the Dsus2 chord. Slide the fingers for the C#m chord. Finally, switch to the ring finger for the C chord (it's tempting to roll the index finger over, but I've found it's much harder to get it to sound clean). Half the time, I probably strum the last upstrum in the measure after having released the ring finger to transition back to an E chord, which I don't really need to do, since the first note is the open E string, but it sounds fine either way. Add the haphazardly timed vocals and you've got a fairly tricky song. [Intro] E Dsus2 C#m C x4 [Verse]
  E Dsus2
I talk of freedom

C#m C E Dsus2 C#m C

    You'd much rather brag

           E Dsus2
And as the decibels of this disenchanting

C#m C E Dsus2 C#m C
Discourse continue to dampen the day

    E Dsus2
The coin flips again and again and again

    C#m C E Dsus2 C#m C
And again as our sanity walks away

And as the final sunset rolls behind the Earth

C E Dsus2 C#m C
And the clock is finally dead
